Summary

Results coming from previous experiences demonstrate that approaches where the community is involved are a very effective way of delivering more effective public services that respond to real demands. Nevertheless, additional factors should be considered to address the challenges faced by the NPA regions. Among them we identify: Need of establishing a wider range of user-friendly channels for the community to access and participate in the co-production process. There’s not one solution that fits everybody. Exploration of new models based on cooperation and open shared solutions to ensure quality and sustainable services. Opportunity to introduce new emerging technologies assisting the public services provision and test their impact and viability within this changing landscape. EMERGREEN addresses these challenges by bringing new innovative models for participative, user-centred, quality and sustainable public services aiming greener communities. 7 partners coming from 5 NPA regions will cooperate following an open and innovative approach underpinned by: The introduction of new emerging technologies. The exploration of new business models for public services provision in remote areas. We will seek for suitable models based on shared solutions and more intense use of new technologies. A common approach involving the relevant stakeholders will be followed by the partnership to test different emerging technologies in the provision of green growth type of public services in the 5 participating regions including marine litter and zero waste circular management, green growth advisory services, intelligent green participation and data story telling of green energies service. A transnational platform making the services accessible on a transboundary basis will be set up with the vision to be expanded and host other technology-led public services from other NPA regions and service areas.

Objectives

The introduction of new emerging technologies in the provision of green type of public services: 5 services will be tested including marine litter and zero waste circular management, green growth advisory services, intelligent green participation and real time visualization of climate data. They will test technologies such as virtual reality, data visualization, gamification, drone technology and mobile participative tools. See detailed description in WP T1 outputs section. The exploration of new business models for public services provision in remote areas: we will seek for suitable models based on shared solutions on a transboundary basis. A transnational platform of technology-led services will be set up and will serve to test the effectiveness of these new models. The project will use existing experiences: IMPROVE experience for the involvement of the targeted communities. knowledge from NUIG and UH in technologies (i.e. digital participation, co-production and Social Virtual Reality tools) and rural business models. existing partners solutions i.e. GIS platform (DCC), environmental initiatives (DCSDC and UH), ePlatform (ALAV) and data systems (US) under a value for money premise.

The overall objective of EMERGREEN project was to test and identify how to deliver public services more effectively and in a way that responds to the real demands of its citizens. The partners collected new innovative models for participative, user-centred, and sustainable public services and tested how these digital services can be replicated in other regions. The findings are suggesting that as a result of the project, the participating organisations are now more open to and better equipped to implement innovative approaches such as the use of open source technology or citizens´ involvement into public service creation, and continue to serve as demonstrators of using these new technologies and approaches.
