Summary
REGINA will develop an innovative, strategic model for protecting, promoting and developing cultural and natural heritage. This will be composed of a set of decision support tools tailored to the particular needs of municipalities and local communities in remote and sparsely populated regions whose economies are characterized by the emergence and/or dominance of a single large scale resource-based industry. Such strategies will aim to build upon the local configuration of territorial assets (environmental, capital, human, social etc.), in order to secure the most economically beneficial, socially inclusive and environmentally responsible future development.
Objectives
The objectives of the project are: To increase the competence with the staff of local and regional authorities responsible for spatial planning and environmental management and improve the preparedness to protect as well as promote the natural and cultural heritage, to help local authorities to become less vulnerable to large-scale industrial projects by develop new ideas for recruitment of labour forces, increase skills and competence, and develop and implement new methods for multiple land use and social impact assessment, increase knowledge about green technologies for exploitation and reclamation, and identify the growth potentials for new SME’s within CleanTech bioeconomy sector.

Business development: | Community business development has been positively impacted through the creation of the Local Benefit Analysis Toolbox. This provides a clear framework for local agencies to create their own business development strategy through community stakeholder participation. This has been tested by local partners in the project, thus supporting business development in their communities. |

Intangible
Building institutional capacity: | The Local Smart Specialization Framework is fundamentally about increasing the preparedness of local communities facing large scale industries. The framework provides a comprehensive guidance for how rural communities with limited planning resources can increase their capacity to develop strategic plans. This was particularly supported by knowledge exchange and transnational learning during the project |

Improving social cohesion: | The Social Impact Management Plan defines a process to identify and manage social impacts with involvement from relevant stakeholders, thereby providing strategic planning benefits for municipal planning, private sector industry and local residents alike. The project promoted the idea that social impacts are as important as environmental and economic ones. |
