Community preparedness

Preparing small communities for large-scale industries

Storuman Municipality ran REGINA´s Demographic Foresight Model, to study how opening a large gold mine would impact the composition of the local population. The model predicted that the mine would bring approx. 130 new jobs, of which approx. 117 would be filled by workers migrating to the area with their families. These findings allowed the municipality to take a proactive role when planning the new industrial activities. An in-migration service was established to assist newcomers with housing, employment, and leisure activities. Timely planning allows small municipalities to react faster when they succeed in attracting new industries.

The REGINA project provided us with learning experiences and valuable tools, one example is the demographic foresight model (DFM). The DFM has been useful for our municipality because it supports a forward-looking planning approach. It provides evidence for an open discussion in the municipality regarding the impacts of population decrease versus the impacts of population growth in connection with new mining development projects, which is connected to various planning activities.
